摘要
城市河涌综合整治是珠江三角城市发达地区各级政府面临的紧迫任务。选取广州市番禺区污染严重的市桥河流域,对重污染河涌的流域系统控制理论与技术方法进行系统研究。在深刻剖析市桥河流域河涌污染成因的基础上,结合政府各部门河涌整治的多年实践,提出"彻底截污是根本、铁碗治污是关键、调水增容是保障"的河涌整治新理念,从流域系统控制和科学发展的角度入手,构建了"四个减排"和"一个提升"的流域系统控制理论框架。以典型污染河涌市桥河为例,重点探讨了流域系统控制技术在河涌整治过程中的综合应用与实践,为城市重污染河涌综合整治和流域水污染减排提供科学依据。
Comprehensive improvement of Urban rivers is an urgent task for many developed regions in Pearl River Delta. Discussions were based on Shiqiao River, one of the heavily polluted rivers in Panyu of Guangzhou. The system control theory and technical methods for the basin system with heavily polluted rivers were researched. According to the deep analysis of pollution reason, integrating the remedial practices of most government departments, the following new ideas for pollution reduction methods were proposed: including the fundamental of sewage complete treatment, the crucial of handling the industrial wastewater, the guarantee of transporting new water. The theory framework for hasin system control of four reductions and one promotion was constructed basing on basin system control and scientific development. Focused on the application and practice of basin system control teohnique for the polluted river, the comprehensive improvement of water pollution can provide a scientific basis for reduction of polluted river.
