陕西渭河水量调度问题探讨

Discussion on the Water Regulation in Weihe River of Shaanxi Province

陕西省渭河水量调度目前还处于起步阶段,调度目标低,调度手段和方式落后。随着来水条件和经济社会的持续快速发展,水量调度水平的不断提高,水量调度的目标必将变更,河道功能性不断流必将作为新的调度目标在调度方案中提出。本文分析了陕西渭河水量调度现状、渭河来水条件的可能变化,从来水变化和经济发展的角度阐述了调度目标变更的必然性,并提出了在陕西渭河水量调度新的目标为:在满足经济社会发展用水和河道生态环境用水功能的前提下,防止渭河干流断流,即功能性不断流。

At present, the water regulation in Weihe River is its infancy, the goal of regulation is low, the means and ways get behind. With the rapid development of the water conditions and economic social and the continual improvement of water regulation level, the water regulation object must be changed so the river flow without cutoff will become a new objective in the regulation scheme. This article analyzed the current situation of water regulation in Weihe River, and the possible change of the water conditions. From two view points of water source change and economie development, the paper discussed the necessity of change regulation object and put forward a new water regulation target in Weihe River of Shaanxi Province.under the condition to meet water using function of the economic social development and ecological environment of river, prevent the flow cutoff in the main stream of the Weihe River, that is functional continuous flow.
