以节约集约用地为主线保发展守红线——写在第19个全国“土地日”

要守住18亿亩耕地红线必须全面解读耕地红线的内涵:保护耕地红线是由我国耕地资源及其利用特点决定的,是保持农村社会稳定、巩固生态建设成果的需要,坚守耕地红线是应对当前所面临严峻形势的需要,坚守耕地红线就是掌控国家粮食安全主动权。坚守耕地红线要以节约集约用地为主线:通过"土地日"宣传契机,在全国范围内形成切实保护耕地、节约集约用地的共识;要坚持内涵挖潜,落实节约集约用地措施;通过健全、完善执法与服务机制,优化节约集约用地环境;同时要加强土地节约集约利用技术与方法研究。

The paper explains the importance of preserving 18 million mu of arable land,which is both the need for maintaining social stability in rural areas,and consolidating the results of ecological construction;as well as the need for taking action against the current grim situation.It points out that holding the warning limit will have the initiative for national food security.Some measures are suggested as follows: keeping conserved-intensive land remaining dominant;becoming a consensus of nationwide effectively protecting arable land,and conserved-intensive land via the promotional opportunity of 'Land Day';exploiting the connotation and implementing measures;optimizing the environment via building a sound and perfect mechanism for law enforcement and service;as well as strengthening the research on the technology and methods.
