农村土地经营权流转实证分析——对宁阳县农村土地经营权流转的调查

Empirical Analysis on the Transfer of Rural Land Managerial Right——Investigation of the Transfer of Rural Land Operation Right in Ningyang County

研究目的:创新农业发展理念和运作机制,积极探索农村土地经营权流转的方式。研究方法:文献资料法、因果分析法。研究结果:培植农业龙头企业,延伸产业链条带动土地流转;发展农民专业合作社,搭建平台助推土地流转;做大劳务输出产业,拓宽就业渠道促进土地流转;发挥大户示范作用,扩张效应引导土地流转;建立健全管理机制,科学运作保障土地流转。研究结论:土地承包经营权流转是完善农村土地制度的方式。

The paper introduces that the research is aimed at innovating the concept of agricultural development and operational mechanism,and actively exploring the ways for the transfer of rural land managerial right,with the methods of document,and causal analysis.The results show as follows: cultivating flagship agricultural enterprises,extending the chain to bring along the transfer of land;developing specialized cooperatives of the farmers,setting up platform to propel land transfer;expanding labor export industry,and widening the channels of employment to drive land transfer;giving full play to big family's model role and expanding effectiveness to guide land transfer;establishing and improving the management mechanism,Scientifically operating to guarantee land transfer.Finally,the paper concludes that the transfer of land contract managerial right is the way to improve rural land system.
