矿产资源对经济发展的保证程度评价研究——以湖北省为例

Research on the Evaluation of Mineral Resource's Assurance for Economic Development——Taking Hubei Province as an Example

矿产资源的保证程度评价是矿产资源安全评价的重要组成部分。文章运用矿产资源需求预测和保证度评价模型,评价湖北省矿产资源对"十二五"经济发展的保证程度,认为:湖北省能源矿产缺乏,主要金属矿产处于基本保障的水平,非金属矿产是湖北省的优势矿产,处于充分保障的水平。因此,湖北省应加强资源勘查,增加储量;发挥市场对资源的配置作用,建立开放的资源供应体系;同时依靠科技和管理提升矿产资源开发利用的效率和水平,提高重要矿产资源对经济发展的保证程度。

The paper makes an evaluation on the assurance degree of mineral resources of Hubei province for the economic development during 'the 12th Five-Year Development Guidelines' based upon the model of mineral demand forecasting and evaluation of guarantee degree.It offers that in Hubei province,there is deficient in energy and minerals;the major metal minerals is at the level of fundamental supply;non-metallic minerals are the advantages of Hubei Province,at the level of adequate supply.On this account,the paper proposals some methods for Hubei province,these include: strengthening the resource exploration so as to increase reserves;giving full play to market's role in the allocation of resources and establishing a open system of resource supply;improving the exploitation and utilization efficiency by means of technology and management,which aim at enhancing the guarantee degree of key mineral resources for the economic development.
