The development status of Chinese Heating Ventilation and Air-conditioning （HVAC） was introduced, and the control system of Heating Ventilation and Air-conditioning management and optimization and its function design were described. It concluded that the system can be realized optimum by dividing software design into three functional modules and integrated into together.
