摘要
"知识关联"和"经济关联"产生的集聚效应是区域经济增长的内在动力,区域经济因此表现为"块状经济"。集聚式的经济增长是"帕累托最优",区域间的协调发展要求知识创新集聚给落后地区带来足够大的经济福利,政府需要加大对落后地区科技的投入,在加快落后地区工业化进程中给予适当的市场规模和产业份额的保护,加大发达地区对落后地区的市场开放,逐步退出干预性的经济活动,缩小区域差异。
The agglomeration effects created by＂K - Linkages＂ and ＂E - Li.nkages＂ are the endogenous motion of regional economic growth. The pattern of regional economic growth under agglomeration is ＂Pareto Optimality＂; it＇s shown as ＂Massive economy＂. Regional coordinated development requests the agglomeration of knowledge creation bring sufficient welfares to the backward areas. The government should increase budgetary in scientific research, protect the backward areas with right scale in market and industry during the industrialization, enlarge the markets of the developed areas open to the backward areas, decrease the regional disparities by withdrawing an intervention to economic activities gradually.
