三鹿奶粉事件暴露出我国产品质量监管制度设计的缺陷,从管理学意义上说,就是"以评代管"取代了"以评促管"。造成类似事件的原因是从事产品质量监管的政府工作人员,尤其是制度的设计者,以人为本和为人民服务的理念、宗旨淡薄,对市场经济条件下政府的角色定位及管理方式选择失当,亟需转变管理理念,找准角色定位,改革监管制度,重塑政府形象。
