改革开放以来我国引进和利用外资政策的历史演进

Historical Evolution of China's Policy for Attracting and Utilizing Foreign Investment Since the Launching of Economic Reformation and Opening up to the Outside World

改革开放以来,我国引进和利用外资的政策和实践经历了从起步试验、摸索调整,到战略转变、完善和成熟的,由量变到质变的演进过程。本文在梳理我国引进和利用外资政策发展脉络的基础上,总结这一历史演进的主要特点,剖析政府制定引进和利用外资政策的主要理论基础,评价引进和利用外资的实际效果,并对其中的问题进行初步思考,以期更好地认识和把握新形势下的对外开放和引进、利用外资问题。

Over the past three decades, the policy and practice of China＇ s attracting and utilizing foreign investment have experienced more changes. In this quantitative to qualitative changing evolution, there are four stages, including starting and experimenting, groping and adjusting, strategic transformation, and completely survey and confidence. Based on the historical and developing view, this paper present the skeleton of China＇ s policy for attracting and utilizing foreign investment first, and then analyzes the features of this evolution, the theoretical basis for the government to make this policy, finally focuses on the actual effects of the policy itself. Anyway, in the new circumstances, Chinese government is still faced with some challenges. We need to pay more attention and consideration to this issue later.
