结合工程项目安全管理的特点,运用WBS-RBS原理,对工程项目进行风险评估,确定出各施工工序中的危险源,再根据"一法三卡"方法,加强对危险源的管理,做到超前预防,重点监控,全员参与,防患于未然。实践证明,WBS-RBS与"一法三卡"相结合,是一种具有针对性、实用性、可追溯性和创新性的安全管理模式。

In order to solve problems existing in the safety management of engineering projects, according to the characteristics of safety management of engineering projects, it was put forward to make risk assessment of engineering projects applying WBS - RBS principle,identify risk sources in the construction process, then strengthen the management of risk sources by ＂one law and three cards＂ ,prevent accidents in advance, lay stress on safety supervision and control, make full employment engage in safety management, prevent troubles before they happen. Practice has proved that the combination of WBS - RBS and ＂one law and three cards＂ is a special, practical, traceable and innovative safety management mode.
