新闻纸反倾销实施效果评析

An Effect Analysis of Newsprint Anti-dumping

反倾销措施的实施效果主要体现在两个方面:对倾销进口的贸易限制作用和对国内产业的救济作用。文章通过对新闻纸反倾销案前后贸易与生产相关数据的分析,指出该案反倾销措施对指控产品进口具有明显的限制作用,在措施实施早期对国内产业的经营状况改善具有明显的促进作用,但在措施实施后期由于其他因素的影响而导致反倾销的救济效果弱化。

The effect of anti-dumping measures is mainly reflected in two aspects： the role of trade restrictions on the dumped imports and the role of relief on domestic industries. Through the analysis of the trade and production-related data of newsprint anti-dumping cases, this paper points out that the anti-dumping measures have an obvious limitation role on controlling imports and a clear promotion role on improving operating conditions in the early stage of implementation, but in the later stage of implementation the relief effect will weaken due to the influence of other factors.
