The path selection of research quality management in HEIs in UK:from institutions' competition to their coordination in the whole country

英国高校科研质量管理实质上是一种以竞争和选择为中心的质量管理模式,但在不同的时期具有不同的内涵和特征。英国高校科研质量管理的历程可以分为三个阶段:20世纪80年代的竞争选择初起阶段,90年代的竞争选择强化阶段,2003年以后以质量竞争为前提,促进整体科研质量提高的阶段。对英国高校科研质量管理路径选择的分析表明,竞争和选择是科研质量管理的永恒主题;在此前提下,未来的高校科研质量管理将走向整体协调发展之路。这是高校自身发展的需要,国家长远发展的要求。

It is essential for research quality management in British higher education to focus on competitive and selective mode, whereas its connotation and features differs from different period. Research quality management could be divided into three stages： the begin- ning stage of competition in 1980s, the next stage of competition enhancement in 1990s, the final stage of promoting overall research quality with quality for the premise after 2003. Ana- lyzing on the path selection of research quality management in HEIs in UK indicates that competition and selection are the eternal theme of research quality management, so future re- search quality management will take the road of overall coordination development, which are the pursuit of university self-development, and meanwhile the demand for country＇ s longterm development.
