中国居民低消费率的原因分解与政策启示

Reason Analysis of Chinese People's Low Consumption and its Revelation to Policy

中国居民低消费率的长期持续是中国宏观经济特有的问题,这一形态从上世纪90年代以来随着改革开放进程的深化而愈加严重。本文认为高储蓄是导致低消费的一个因素,但不是根本原因。论文在对中国居民消费水平从纵向视角和横向国际视角加以描述的基础上,系统地阐述导致低消费的成因,提出扩大居民消费的政策导向,并对目前已经出台的刺激内需的措施作简要评价。

The long-term low con-sumption of the Chinese people is a special problem in China's macro-economy, which has been increasingly severe since the 1990s with the deepening of the reform and opening up.The author maintains that high saving is one of the causes, but not the essential one.On the basis of description of Chinese people's consumption level, this paper proposes a systematical explanation about the causes and suggests that policy should be made to encourage people's consumption and makes comments on the measures to stimulate the domestic demands.
