Flowing Publicness——Dilemma and transcendence of the study of our regional governments

国内区域政府的研究试图解决行政区经济与行政区行政的双重难题,但由于忽略了中国政府的复杂形式,这一研究容易湮没在多中心治理、城市联盟、府际关系、区域公共管理等一系列的理论交织之中,从而影响其作为理论原创性的内在意义。国内区域政府经过了政治大区、经济大区和生态大区的不同发展阶段,说明了基于中央政府权威的区域政府形态的内在缺陷。因此国内区域政府的建立应当立足整体国家前提下公共性与区域性的内在统一,既体现中央政府对区域内政府的约束作用,又要体现区域内政府的自主性及合作治理的可能性。

Domestic study of regional government tries to solve the double difficult problems of economy and administration in administrative regions but neglects the complexity of Chinese government and therefore, it is ready to be engulfed in a series of theories such as multi-centered administration, city alliance, intergovernmental relations and regional public administration, etc. so as to affect its inherent significance as an original theory. After experiencing development stages of major political, economic and ecological regions, domestic regional government shows an intrinsic defect of government forms based on central government authority. Therefore, it should be established on the integrity of publicness and region in the whole country, which can show not only the central government＇s restraint of regional government but the autonomy and possible coordinated administration.
