摘要
在全面推进素质教育,深入贯彻科学发展观的大背景下,实施优质教育已成为基础教育的历史使命,而创建优质学校则是实施优质教育的基础和保障。但是,长期以来,人们对优质学校的内涵与特征尚存争论,在一定程度上影响了人们对优质学校办学实践的探索。为此,清晰而科学地界定优质学校的内涵及其基本特征,对引导我国基础教育均衡发展,推动中小学薄弱学校改进具有重要理论与实践意义。
Under the background of promoting quality education and thoroughly implementing the scientific development, the implementation of quality education has become basic education's mission. Creating high-quality schools is the basis and protection of implementing quality education. However, for a long time, there is the debate on the connotation and characteristics of high-quality schools, thus it impacts our exploration to the high-quality schools to some extent. Therefore, clearly and scientifically defining the basic characteristics of high-quality schools and itself has theoretical and practical significance for us to guide the balanced development of basic education and to promote the transformation of primary and secondary schools.
