新疆煤田地质勘查的合理配置构想 被引量:11

摘要 运用新的资源观,对照煤炭产业政策和相关勘查规范,分析、研究煤炭地质勘查和供水水文地质勘察、煤层气资源勘查的目的任务、规范规程执行、方法运用、资料提交等方面的一致和区别。明确煤田(矿区)内可利用的煤炭、水、气、岩层等同为资源。结合人类与环境关系、资源合理配置、资源经济学等理论,提出对煤田地质勘查进行合理配置的构想和建议。并用"五圆图"进行形象表述,希望使煤田地质勘查工作从规划、设计、施工、报告提交和审查、成果利用等各个环节都贯穿着环境→资源→煤田资源→煤田地质勘查→煤田地质勘查合理配置→煤田资源开发利用合理配置→节能→可持续→有利于环境建设的理念,推动社会实践与科学理论体系的尽快相融。 By applying new resource concept, comparing policies of coal production industry and relational geological exploration norms and standards, analyzes and researches the similarities and differences of the purposes and tasks, implementation of regulations and standards, method ap- plication and meterials etc. in coal geological survey, water supplement of hydrology and CBM resource, defines the utilizable coal, water, gas and rocks etc. in coal fields (mining areas) as natural resources equally, takes consideration of the theories of relationship of human and envi- ronment, rational disposal of natural resources and resource economy etc. , illustrates all the points visually by "five-circle gragh", conception and suggestions focusing on optimal disposal in coalfield geological survey, in order that all the links of coalfield geological survey which goes from planning, designing, implementation, presenting geological reports, examining and verifying the reports and utilization of the achievments etc. are based on the conception of environment→resources→coal field resources→ coalfield geological survey→coalfield geological survey optimal disposal→optimal disposal of development and utilization of coal resources→energy thrift →sustainable development→benefical-to-environment construction, in the purpose of promoting the combination of social practice and scientific theory system as soon as oossible.
