On the Core Values of Government Performance Measurement

随着国家与社会的发展,西方资本主义国家政府绩效评估价值选择的核心价值理念由效率与理性之诉求演变至奥斯本路径与登哈特路径之选择。改革开放初期,效率至上的核心价值理念使中国经济得以迅猛的发展。然而,过于强调效率致使政府绩效评估价值选择面临着新的挑战。适时,我党于十七大报告中拓展了科学发展观的理论内涵,为政府绩效评估的价值选择系统地注入了创新内容。

With the development of state and society, the core values of GPM （Government Performance Measurement） in the Western capitalist countries has switched from the pursuit of efficiency and rationality to the choice of Osborne mode or Denhardt mode. Though at the early stage of the reform the supremacy of efficiency has ensured the rapid growth of China＇s economy, over-reliance on efficiency alone has threatened the value choices of GPM. In view of this, Chinese government has expanded its scientific deveopment theory by incorporating innovational content into the value choices of GPM.
