The fact that college students in western parts of Hunan are indifferent to current affairs is caused by the following factors ： the properity of popular mass culture, the backwardness of associated compus facilities, and students＇ individual needs. The only wayout to this problem is to encourage elite culture, refurnish campus facilities, and bring up the students＇ all-round development.
