基于模糊分析的农村公共服务绩效评价

The Rural Public Service Performance Appraisement Based on Fuzzy Analysis

建设公共服务型政府是我国经济社会全面转型的客观要求.提供公共服务是服务型政府的重要职责.建立完善的公共服务体制,强化公共服务职能,把更多的精力与力量投入到发展社会事业和解决人民生活问题上,是深化我国政府体制改革、实现政府职能转变的核心内容和必然要求.农村公共服务的评价因素主要有:决策结构、信息结构、动力结构3个一级指标和8个二级指标.应用模糊数学原理,得到农村公共服务数量和质量绩效评价模型,为提高政府为农村公共服务的质量和效率,同时为政府绩效评价提供理论依据.

Establishing public-service-oriented government is the objective requirement of China in the comprehensive transformation of economy and society, so providing public service is the important duty of service-oriented government. To establish complete public service system, strengthen public service function, put more effort and strength into developing social undertakings and solving people＇s living problems are the core content and necessary requirement of enhancing China government system reform to realize the transformation of government function. The main appraisement elements of rural public service are decision structure, information structure and drive structure （the three primary indexes） and other eight secondary indexes. Application of fuzzy maths can obtain rural public service quantity and quality performance appraisement model, which will serve as the theory proof for improving the quality and efficiency of governments＇ public service to the countryside and the appraisement of government performance.
