Known as parliamentary system in the Western coutries, the representative system is called the system of people＇s congress. Because of the influences of the historical and cultural background and social consciousness, the people＇ s deputies are professional in the parliamentary system while they are pluralists in the system of people＇s congress, which determines that the two kinds of representative systems play different roles in different political structures. In the process of Chinese democratic construction, it is adhering and perfecting the system of people＇ s congress that helps people master the legislative power, supervises the law enforcement and promotes the development of legal state. Therefore, it is an exploring way to professionalize the people＇ s deputies.
