欠发达地区农村贫困性质的转变和扶贫战略调整——以甘肃为例

The transformation of poverty nature and the adjustment of poverty-eliminating strategy in Gansu countryside

贫困问题一直是人类社会发展中的重要难题。由于自然、历史、社会等原因,许多甘肃农村地区一直受贫困困扰。扶贫战略的实施,使扶贫工作取得了显著成绩,农村面貌发生了很大的改变。但是随着社会经济的发展和各项改革向纵深推进,甘肃农村贫困性质也发生了重大转变。本文在对甘肃农村贫困现状进行总结的基础上,分析了甘肃农村贫困性质发生的转变,提出了新时期甘肃农村扶贫战略调整的建议。

The poverty problem is always a important and difficult problem in the development of human social. As a result of nature, history and society reasons,many Gansu countryside area receives continuously puzzles because of poverty. Company with the implementation of poverty-eliminating strategy, the poverty-eliminating work has obtained remarkable result, the countryside appearance has changed a lot.But advances along with the social economy development and each reform to the depth, the Gansu countryside poverty nature also occurred transformed significantly. Based on the summary of the present situation of Gansu countryside poverty,this article analyzes the transformation of Gansu countryside poverty nature,and proposes the adjustment suggestion of the poverty-eliminating strategy of Gansu countryside in nowadays.
