土地流转制度下的粮食安全

Food Security under Land Circulation System

本文结合我国几个省份的土地分类使用数据论述了土地流转制度,当前土地流转的形式,土地流转中出现的"非粮化"趋势,土地流转与粮食安全的关系,并针对性地提出了对策与建议:加大农业生产能力;降低农业生产成本;鼓励引导粮食生产;适度发展养殖业和特色农业。

Based on the status of the use of land in several provinces in china,this paper discusses the land circulation system,the forms of the land circulation and the appeared trend of non-grain food. The article analyzes the relationship between the land circulation suggestions and countermeasures：enlarging the ability and food security and puts forward the corresponding while reducing the cost of agricultural production; encouraging grain production, and meanwhile, developing livestock breeding and special agricuture appropriately.
