The Theoretical Innovation of Cross-Straits Peaceful Development and Achievements

面对复杂多变的台海局势,以胡锦涛为总书记的中共中央首先进行了理论创新:既坚持一个中国的原则,又搁置双方的政治分歧,使用两岸同胞乐意接受的"中华民族"概念,成为两岸互动的最大公约数;颁布《反分裂国家法》,把解决台湾问题的大政方针法律化。其次制定了正确的对台决策,诸如:确立建立互信、搁置争议、求同存异、共创双赢的原则;秉持诚信、豁达和开放的态度,积极主动地促进两岸的对话和谈判;在反对"台独"分裂活动的同时,又努力争取曾经从事"台独"活动的人,体现了目标的坚定性与方法的灵活性;充分理解和尊重台湾同胞的诉求,维护他们的正当权益。再次,对台工作取得了显著成效:两岸政党交流逐渐走向常态化;海峡两岸关系协会与台湾海峡交流基金会在中断9年之后重新会谈,签署了一些深受两岸同胞赞赏的协议;两岸经济、文化交流初见成效;大陆成为台湾最大的出口市场和贸易顺差来源地。海峡两岸关系达到半个世纪以来前所未有的水平。

Facing the complicated and unstable Taiwan Straits situation, the Central Committee of CPC, headed by the General Secretary Hu Jin-tao initiated the theoretical innovation in the first place. On the one hand, we insist on one-China principle. On the other hand, we employ the concept of ＂the Chinese Nation＂, which is more acceptable by both sides and can promote the exchanges across the Taiwan Straits. Besides, the Anti-Secession Law was formulated to set a legal framework for solving the Taiwan problem. In the second place, we made some proper and significant decisions about Taiwan issues. Firstly, we establish the principles of mutual trust, seeking common ground while shelving differences and pursuing a win-win situation. Secondly, we assume an attitude of honesty, generosity and open-mindedness and actively help to bring about the consultations and negotiations across the Taiwan Straits. Thirdly, we fight against ＂Taiwan independence＂ secessionist activities unyieldingly and at the same time we try to win over those ever - secessionists, which embodies our principle of combining the firm purpose and the flexible methods together. Fourthly, we understand and respect the requirements and appeals of the Taiwan compatriots. Their legitimate rights and interests should be protected. In the third place, our policies about Taiwan issues have had some apparent and positive effects. For example, the exchanges between two parties have become normal. In addition, the mainland＇s Association for Relations Across the Taiwan Straits and the Straits Exchange Foundation from Taiwan restarted the talks which had been suspended for nine years and reached some agreements appreciated by people of both sides. The economic and cultural exchanges across the Straits have got some achievements. The mainland has become the biggest export market and source place of trade surplus for Taiwan. The current Cross-straits relations are unprecedentedly good during the recent fifty years.
