There has been a historical encountering between the underground space utility in 21th Century and the construction of the ＇dual type society＇. The law regarding underground space utility is conducive to ensuring the fights of the underground space utility, to promoting the harmony in the dual type social construction, to ensuring the order, efficiency and sustainability in the underground space utility, and to upgrading the construction level. We need to consider the constructions from the perspectives such as the basic frames and main contents.
