浅谈村级债务存在的问题及对策

乡村债务问题制约着农村集体经济和公益事业发展,如不认真研究解决,将侵蚀税费改革成果,甚至危及农村社会稳定,本文拟从分析一个县级市的村级债务情况入手,认为加快研究制订解决村级债务问题必须设立偿债基金、加强制度建设,规范村级组织借贷行为,防止新的不良债务发生,发展生产增收节支,逐步化解乡村债务。

The countryside debts issues constrain the development of the rural collective economy and public welfare. If which would not be conscientiously studied and solved, will erode the reform results of taxes and fees, and even endanger the stable environment of rural society. In This paper, based on the analysis of village debts in one county level city, puts forward the method of establishing the debt redemptation funds, strengthening the system construction, standardizing the villagelevel organization for borrowing and lending activities in preventing the new bad loans to develop the production, increase the income, save the expenditures and difuse the rural debts by speeding the research and stipulation of the system for solving the village - level debt problems.
