新型农村合作医疗筹资中隐形强制机制分析

A study of Implicit Compelling Mechanism for the Financing of New Rural Cooperative Medical System

新型农村合作医疗的筹资原则备受自愿与强制机制的困扰。自愿性筹资存在逆向选择问题和高筹资成本的弊端;完全地强制性筹资又不适合我国农村合作医疗的持续发展。所以在强制与自愿的抉择中应更换思路,寻求第三条道路——采取隐形强制的形式。通过建立农村家庭健康医疗卡制度、成员优惠制度、积分制对农民实行隐形强制,增强农民参合的积极性。

The financing principle of the New Rural Cooperative Medical System has been conflicted with voluntary tinaneing and compulsory financing. Voluntary financing can lead to adverse selection and high cost of financing,but compulsory financing is not fully suitable for the sustainable development of China＇s Rural Cooperative Medical System. Therefore, the principle should be changed during choosing between voluntary and compulsory, and the third way taking the form of implicit compelling should be sought for. Through the establishment of rural family health care card system, preferential system of members and accumulated points system, implicit compelling mechanism can be implemented for farmers, and therefore their participate enthusiasm can be enhanced.
