摘要
自公务员制度中引入聘任制以来,一定程度上解决了政府部门人才紧缺问题,符合服务型政府对专业技术人才的需要。但根据威廉姆斯交易成本理论,该制度运行成本较高,难以与公务员形成竞争机制。所以,必须在现行公务员制度基础上对公务员聘任制作重新调整。
The introduction of appointment system in the civil servant system, to some extent, has solved the shortage of talents in the government depamnents and satisfied the need of the service - oriented government for professionals and technical petsonnal. However, according to Williams' transaction cast theory, the system requires higher operating costs, and is difficult to form a competitive mechanism among the civil servant system. Therefore, the civil servant appointment system must be readjusted.
