采用文献资料法,对欧洲各国采取的主要的足球流氓防治策略进行了分析.分析表明足球流氓作为球迷文化的极端反映,有其发展的社会、文化、心理等因素;足球流氓的防治是一项长效的、多部门协同的工作;足球流氓现象的预防不仅需要从策略上去规治,还要从文化的角度进行考量,这样预防的各项措施才能适应需要,达到对足球流氓的有效规治.

The article researches the strategies against football hooligans adopted by European countries by using the method of documents. The research shows that as an extreme expression of the football fans, hooliganism has its own social, cultural and psychological causes. It should be a long-term work which need a lot of cooperation. The prevention of football hooligans should be conducted not only on the basis of strategies but also cultural factors. Thus, the measurements could be effective.
