系统地分析和提出了科技评价活动中必须具备的各种具体和抽象要素,主要包括评价主体、评价目的、评价对象、评价标准、评价内容、评价指标、评价方法、评价程序等,分析了各要素在评价活动中的地位,并指出了各要素之间的相互关系。

Solid or abstract essential elements in the scientific research evaluation activity are systematically proposed and analyzed. Those elements include the principal, the objective, the target object, the criterion, the evaluation items, the indicators, the methodology for data processing, the organizing rules, etc. What＇s more, status of each element in the evaluation activity, and their relationship between each other are also discussed in this paper.
