目前高校科技运营普遍存在"低效性"问题。首先分析了影响高校科技运营管理绩效提升的主要问题,认为提高高校科技运营管理绩效的基本途径是实现运营管理系统的全面优化。重点从下列八方面提出具体的对策:确立运营管理观念,优化组织结构,加强人力资本运营,优化运营管理流程,强化成本控制,实施全面质量管理,加强管理信息化建设,加强知识资本运营、推进科技成果转化等。

Nowadays, low efficiency is a general problem for scientific and technical operation management in the domestic universities. First, this paper analyzes the factors influencing the university operational efficiency. Then it finds that the basic way to improve the operation management is to optimize the operational management system comprehensively. Therefore, it finally focuses on the eight specific solutions including the establishment of the operation management concepts ,the optimization of the organizational structure and operational management process, strengthening human capital management and cost control, implementing the total quality management, strengthening the informational construction and knowledge capital operation, advancing the transformation of scientific and technological achievements
