黄河河套灌区水权转换创新与WUA现实难题的破解思路

Water rights transformation and a WUA's sustainable development problem in He-tao irrigation area

黄河河套灌区是我国北方面积最大的大型古老灌区.自2003年开始,黄河水利委员会与宁夏和内蒙古共同开展水权转换试点工作.宁夏和内蒙古水权转换的探索创新得到了国内有关专家的高度评价,包括水权转换在内的黄河水权制度的建设实践,指引了中国水权制度建设的基本方向,为其他江河水权和水市场制度的建设提供了宝贵经验,但黄河河套灌区水权转换农民用水协会(Water Users Association,WUA)的现实难题也日益凸显了出来.

He-tao irrigation area is the biggest ancient irrigation area in north of China. From 2003, Yellow River Committee started with Ningxia and Inner Mongolia provinces to develop the water rights transformation, the water rights transformation has received the expert＇s strong approval： It has directed the water rights system construction fundamental direction, also has provided the valuable experience for other rivers. However, it is not perfect, a difficult problem demonstrate gradually： although approves WUA is the important saving water organization, but it does not have the means to solve the WUA management funds.
