摘要
结合世界各国轨道交通建设管理经验,对我国城市轨道交通建设管理提出以下建议:1.在法律层面上明确轨道交通的准公共产品特性;2.投融资模式须以政府为主导,使运营单位在获得政府补贴后满足市场化发展的条件,明确政府和企业的权利与责任;3.政府授予建设单位或运营单位享有一定的房地产开发、商业和广告等活动的经营权。
Combining with successful experiences in the world some valuable suggestions of urban rail transit construction management in China are put forward. (1) The quasi-public characteristics of ur- ban rail transit should be declared in legal. (2) Investing and financing model of urban rail transit should be government leaded. After government subsidies the enterprises should meet the conditions for the development of the market. The rights and responsibilities of government and enterprises should be clarified further more. (3) Some operating rights of real estate development, commercial and advertising activities along the urban rail transit should be awarded from government to the construc- tion or operating enterprises.
