教示制度作为行政程序法的一项基本制度,具有极其重要的法律价值。而在我国的行政程序立法和研究中,却极少关注此制度。在简要评述有关教示制度的几种典型观点的基础上,对教示制度的定义、特征、内容和法律价值进行探析。

The instruction system, as one basic system of the administrative procedural law, has extremely important legal value. However, such system is seldom studied in the administrative procedural legalization. On the basis of brief comment on several typical viewpoints concerning the instruction system, this paper explores the definition, characteristics, contents and legal value of the instruction system.
