日本大学生就业促进政策及其启示——一种政策过程的分析视角

Japan's Active Policy of College Graduates Employment Promotion and Its Inspirations:from a Policy Process Perspective

目前,如何促进大学生就业已成为世界各国共同关注的难题。特别是在国际金融危机的背景下,各国频频出台促进就业的政策措施,以应对高校毕业生的就业压力。日本近年来为应对大学生就业压力而实行了积极的就业促进政策,其政策变迁的背景、政策制定、政策执行和政策评估的具体做法对中国大学生就业促进政策的制定与执行具有一定的启示。

How to promote the employment of college graduates has now become puzzle of common concem of various countries around the world. Especially in the circumstance of international financial crisis, each nation adopted employment promotion policies one after another to answer to employment pressure of university graduates. In this paper, the authors, starting from the viewpoint of public policy process,analyzes the active policy for college graduates＇employment promotion that the neighboring country, Japan,has adopted in answering to college graduates＇ employment pressure, including the background of policy change, the specific measures for policymaking, policy implementation, policy evaluation, and its inspirations for China＇s college graduates＇ employment promotion policymaking and policy implementation.
