现代公共行政视阈下“完整行政人”分析

An Analysis of "Integrated Administrator" from the Perspective of Modern Public Administration

纵观百年公共行政的历史演进过程,"行政人"的内涵都在不同层面存在着一定的缺失,现代公共行政理论人性化的主旨内涵是要注重人的整体层面,将行政人人性进行完整复归。"完整行政人"是要将此种理念具体为行政制度及其发展过程中的行动,追求"完整行政人"是对现代公共行政理论在行政人人性缺失方面对公共行政理论进行的重构。从对"完整行政人"的价值追求中去复归公共行政的主旨内涵,同时更需要从哲学的维度去把握"完整行政人"的主体性,更好地追寻其内在根本涵义。

Throughout the historical evolution of public administration in the past century, the connotation of ＂administrator＂, to a certain extent, has been inadequate in different levels. Humanization in the theory of modern public administration, essentially, focuses on an overall sense of man, realizing a complete reversion of administrators＇ humanity. ＂Integrated administrator＂ is definitely carried such a concept in the behaviors of administrative system and its development process, and pursuing ＂integrated administrator＂ means a reconstruction for the inadequacies of humanity in the modem theory of public administration. In pursuit of the concept, we can revert to the major essence of public administration, and at the same time, we need to grasp the subjectivity of ＂integrated administrator＂ from philosophical dimension so as to search for its inherent meanings better.
