创新型城市的建设途径——日本川崎市的经验和启示

On the Path of the Innovative city:Experiences from Kawasaki City

在创新型经济成为都市发展重要推动力的背景下,如何构筑完善的创新体系已成为都市经济可持续发展中的亮点。川崎市是日本屈指可数的工业大都市,拥有日本最大的企业孵化基地和新产业创造基地。面对经济全球化引起的产业空心化趋势,该市选择了建设创新型城市的发展战略,通过发展知识经济,培育和构建创新集群以及符合世界潮流的新产业,从而实现了可持续发展。建设创新型城市是一个复杂的过程,受到多方面因素的制约。本文通过对川崎市变迁过程的分析中发现,建设创新基地、培育创新能力和创建新产业,以及政府和企业的作为等,对实现创新型都市的建设起着重要的影响。

As the innovation - based industrial structure in becoming the powerful promotion of regional economic development, it turns out to be a highlight in regional development to cultivate the inno- vative city. Kawasaki City is one of the major industrial cities in Japan. The city established the fist and biggest incubation in Japan. Kawasaki City, however has faced stagnation of its regional economy due to the decline of the manufacturing industry in recent years. To cope with this problem and enhance R＆D activities, Kawasaki City has been working to change the old industrial structure into a knowledge - based one by forming clusters of such new industries such as environmental and new materials utilizing original technologies of manufacturing industry. Developing an independent innovative city with Chinese cities is a complicated process, influenced by many possible factors. Through lessons from Kawasaki City, the author found that the government path, company path and technology innovation path originality played vital roles in Developing route of the innovative city with Chinese cities.
