根据铁路建设实际需要,站在铁路行政主管部门角度,提出铁路工程物资集中采购模式下的系统框架以及系统中采购管理、物资储备与配送结算管理及监督管理等各个阶段内容与要求,并进一步从政策制度环境、采购信息平台、监管考核体系、风险动态管理等方面提出构建完整的铁路工程物资集中采购供应模式的相关配套措施。

The paper proposes a system framework based on materials centralized purchasing mode of railway construction project, brings forth the contents and requirement of purchasing management, materials reverse, distribution and balance management as well as supervision management, etc. and presents a relevant assurance measures from such aspects as environment of policy, procurement information platform, monitoring evaluation system and risk dynamic management.
