义务教育从收费政策到免费政策体现了社会的巨大进步,对于基础教育意义重大,是推进基础教育均衡发展的必要前提。但由于教育经费投入不足、教育观念等制约,一定时间内义务教育免费政策下城乡差距和校际差距将会继续扩大。只有推进义务教育免费政策从初期保障水平到中级和高级阶段的发展,建立和完善全国范围内的义务教育质量保障体系,才可能真正促进基础教育均衡发展。

The policy of free compulsory education, which provides a necessary foundation of balanced development to basic education, demonstrates the great improvement of Chinese society, and will have impact on Chinese basic education. However, the unbalanced development among schools between the urban and rural areas will continue to expand to some extent in the near future due to lack of fund and limitation of views on education. Only when the policy of free compulsory education should be enhanced, the system to guarantee the quality of compulsory education should be established, could the balanced development of basic education be ensured.
