摘要
教师资源均衡配置是实现教育均衡发展的关键环节。四川省城乡义务教育师资配置存在许多问题:农村学校生师比呈两极分化,农村师资整体素质较低且专业结构失衡。其根源在于农村师资配置方式单一,教师经济地位低,生活工作条件差且缺乏激励机制。均衡城乡师资首先应提高农村教师职业竞争力,并建立健全激励机制。其次应加强教师交流和培训,促进存量师资的均衡配置与素质提高。最后应利用计划市场双重手段,调节增量师资的城乡配置。
Balanced allocation of teacher resources is the key to realize balanced educational development. The teacher resources installment of compulsory education in Sichuan province exists many problems : the comparison of students and teachers in rural is out of tune ; The character of rural teachers is lower and professional structure is unbalanced. It lies in the simple way of the allocation of teacher resources, the lower rural teachers" economic position, the bad working condition. To balance teacher resources must improre rural teachers" treatment first, and build up rural teachers'incentive mechanism. Then we should urge all the teachers to exchange, and make use of the dual means of planning and market, to regulate the allocation of teacher resources between city and country..
