都市圈经济是现代经济的重要表现形式,长江三角洲向泛长江三角洲的空间扩展是顺应都市圈经济发展需要进行区域优化整合的必然路径。泛长三角正朝"沿江"、"沿海"两个基本方向扩展,然而越来越多的行政区的加入会产生更为多元、复杂的行政区利益矛盾,矛盾产生的根本原因在于都市圈经济与行政区经济运行规律的差异性。泛长三角一体化需要都市圈经济与行政区经济的协调与整合。健全市场机制、实现市场主体与行政主体之间的利益共赢、转变政府职能、培育区域合作组织、建立区域共同治理的政策法规体系等,是促进都市圈经济与行政区经济一体协调整合的基本路径。

The metropolitan economy is a key form of modern economy,and the spatial enlargement of Changjiang Delta to extensive Changjiang Delta is an inevitable route for regional optimized conformity in meeting the needs of the development of the metropolitan economy. The extensive Changjiang Delta is expanding towards two directions:'along the river' and 'along the sea',however,more and more administrative districts will join in the more pluralistic and complex benefit contradictions of administrative districts,which,in nature are caused by the difference of the operation laws of metropolitan economy and economy of the administrative district. The integration of the extensive Changjiang Delta needs the coordination and conformity of metropolitan economy and economy of the administrative district. It is a basic route to promote the integrated coordination and conformity of the metropolitan economy and the administrative district economy by way of keeping the market mechanism healthy,achieving the benefit win-win between the market subject and the administrative subject,shifting the governmental function,cultivating regional cooperation organization,and establishing the policy and rule system for co-governance of the region and so on.
