On the Value Orientation of Chinese Deliberative Democracy

随着党和政府将协商民主与选举(票决)民主并列作为我国重要的民主形式,中国政治发展必将加大协商民主实践的推进力度。探索中国协商民主的价值取向具有理论与实践上的必要。在中国协商民主模式的价值探索中,首先要继承中国传统文化的"和合之道",同时,要以和谐社会为其当代价值定位,使协商民主在国家与社会两个层面良性互动;既要以协商限制政府,又要以协商规制民意。

The China＇s political development will be bound to intensify the consultative democratic practice along with the CPC and the Chinese government value both Deliberative Democracy and Electoral Democracy （Voting Democracy） as the same important democracy form. It is necessary to explore the value orientation of Chinese deliberative democracy in theory and in practice. In the process of building Chinese model of deliberative democracy,we must carry forward the harmonic tradition. And then take the harmonious society as its present value. We should make deliberative democracy be put into a healthy interaction between the national level and the social level to limiting the Government and at the same time regulating the public opinion.
