长期以来,重商主义是一个含混不清的概念。就其本质而言,重商主义是商业资本主义时期关于国家与市场经济关系的学说,也是国家与市场经济关系互动的一种实践。重商主义包括重商主义思想和重商主义政策两个层面。无论是重商主义思想还是重商主义政策,都有两个面相,一个是国家干预,一个是自由贸易,缺一不可。

Mercantilism has long been an ambiguous concept. By its very nature, mercantilism was the theory of the relationship between state and market economy on the period of commercial capitalism, but also a practice of interaction between state and market economy. Mercantilism included mercantilist thought and mercantilist policy at two levels. Whether mercantilist thinking or policy, had two facet：one was state intervention, and another was free trade,which were indispensable.
