当代中国行政价值观建构论纲

The Constructive Outline of Administrative Values in Present China

当代中国行政价值观的建构应从以下几个视角进行:理论上借鉴公共行政学的最新成果新公共服务理论,重塑公共行政的价值理性,回归公共行政的伦理关怀;同时从当代中国的现实出发,诠释科学发展观与和谐社会理念的行政话语指向;从行政主体、行政相对人、行政制度伦理、行政伦理环境等方面来建构当代中国行政价值观的规范体系。

The construction of China＇s administrative values should follow such perspectives： theoretically, the newest results should be borrowed in public administration, namely, new public service theory; public administration values should be reshaped ; public administration ethical concern should be returned. In the meantime, the outlook on scientific development and the administrative discourse of harmonious society should be explained. In the aspects of the main body of administration, administration to people, administrative system ethics, administrative ethical environment and so on, China＇s administrative values are constructed.
