摘要
本文根据创新型科技人才竞争力评价指标体系,从人才投入、人才产出和环境建设三个方面对河北创新型科技人才竞争力的现状及问题作了实证研究,提出了提高政策的影响性与广泛性,营造良好的创新环境和氛围;提高政策的针对性与整合性,向科技管理要效益;提高政策的创造性和可操作性,落实企业的创新主体地位;提高政策的系统性和科学性,吸引和留住创新人才;提高政策的引导性和长效型,培育求真务实的创新精神等增强河北省创新型科技人才竞争力的建议。
This paper, on the basis of evaluation target system of innovative talents of science and technology, gives a demonstration research of the status quo and problems in the angles of investment, production and environmental construction and puts forward such proposals as policy influence, making a better environment and atmosphere, policy pertinence and conformity, benefit from scientific and technological management, policy innovation and maneuverability, giving enterprises a principal status, the systematic and scientific policies, absorbing talents, guiding and long - term policies, cultivating innovative spirit of seeking the truth and practicability in Hebei Province.
