汉口钱业公会与地方政府的互动关系(1928—1938)探析

An Exploration on the Interaction between Hankou Money Union and Local government(1928-1938)

南京国民政府时期,地方政府加强了对汉口钱业公会等工商同业组织的监督和管理。作为金融市场中的重要组织力量,汉口钱业公会在稳定市场交易秩序、统一货币、救济金融风潮等诸多方面,与地方政府形成了有效的互动,共同促进了汉口金融业的发展。但由于各自利害关系不同,二者在金融债券、金融政策及税收等方面又难免发生冲突。在钱业公会与地方政府的互动中,汉口商会充当着重要的中介作用。这种互动关系,是民国时期国家与社会互动的一个缩影。

In Nanking Kuomintang Period, local government strengthened their supervision and management on Hnakou Money Union. As an important part of financial market, Hankou money union stabilized market transaction, unified currency and rescued financial hurricane. But due to different pursuit of interests, Hankou money union and local government are conflicting in financial bonds, financial policies and taxation. During their interaction, Hankou Commerce union acted as mediation. This interactive relationship is a miniature of the interaction between state and society.
