摘要
自20世纪90年代中期开始,我国进入城市化加速阶段,随着从乡村中国向城市中国转型,产生了诸多城市问题。为避免城市化的副作用,提高我国可持续竞争力及人口生存与发展的质量,必须进行城市管理创新。文章提出,我国在城市管理体制创新方面可借鉴一下城镇管理的职业经理制,这是目前国际上证明最为有效的城市管理制度,也是我国城市管理从粗放向集约转型,落实人才强国,提升城市效率与竞争力,建立健全公共服务型城市政府,完善市场经济体制的需要。同时,改革开放以来,随着我国社会主义市场经济体制的完善,试行城镇管理职业经理制的条件也基本成熟。文章提出,在我国试行城镇管理职业经理制,一定要坚持在党委的领导下发展以地方人民代表大会为基础的民主监督下的具有中国特色的城镇管理职业经理制;要把试行的范围主要限于省级以下且规模适宜的城镇(也包括作为城市一部分的城区或街道),可考虑率先从街道经理制开始;要尽快建立健全城市管理专业人才培养、遴选与使用制度;同时进一步推进中国特色城镇管理职业经理体制综合配套改革。
Since the middle of 1990s, China's urbanization has entered into a stage of rapid development. With the transformation from rural China to urban China, there are some problems arising. To avoid the side effect of urbanization and improve the sustainable competitiveness and the quality of life and development, we should make innovation in urban management. The author puts forward that, in terms of innovation in urban management system, we can learn from the professional manager which is believed as the most effective urban management mechanism. To introduce the professional manager mechanism on a trial basis, we should take such countermeasures as conscientiously accepting the oversight of the local people's congresses and their standing committees and the democratic oversight of the Chinese Peoples Political Consultative Conference (CPPCC) under the leadership of the Communist Party of China (CPC), establishing a training, and selecting system, and so on.
