The Negative Effects of the Emissions Trading System——From the Perspective of the Ecological Civilization

作为一种以市场为基础的环境保护手段,排污权交易制度已被引入中国并开展试点工作十余年,但目前中国的排污权交易市场尚未建立起来,相关的法律制度或政策也至今尚未确立。排污权交易制度在中国迟迟难以建立,有中国独特国情方面的原因,更主要的原因则是该制度本身存在一些难以克服的负面效应。特别是在生态文明建设的时代背景下,要对排污权交易制度有更深刻的认识和反思。

As a market-based environmental protection instruments, the Emissions Trading System has been intro- duced to China and carried out the experimental work for more than ten years. But currently emissions trading market has not yet been established in China and the relevant legal system or policy have not been fully set up. The emissions trading system has been difficult to set up in China, of which the reasons could be referred to the unique national situation of China and the？more important reason is that the system itseff has some negative ef- fects which are difficult to overcome. Especially in the construction of ecological civilization as the background, ought to have a better understanding and reflection on the Emissions Trading System.
