《管子》一书积淀了齐文化的丰赡底蕴,其牧民思想的提出有着齐文化的特有背景。这一思想首先关注的是人生的形下之维,着力突显并郑重宣示了粮食财物不仅是人命、民命之所系,同样也是国家乃至天下命运之所系的理念,并由此生发鲜明生命关怀和对民众生命存在本身及其价值的正视与善待,进而提炼出更具一般性意义的以顺民心为主旨的为政之道。在形上之维,它又基于长远的人文关切,高标百年树人的价值期许,倡言提升民众形而上的精神品质乃至整体生命境界,进而令国家乃至天下之整体人文品味得到升华。时至今日,这一思想仍颇富启发意义,当给予现代社会文化语境下的创造性转化。

The theory of governing the people in the Book of Guanzi had a special background of culture of the ancient state of Qi. First of all, this theory concerned the physical realm of life, insisting on the importance of grain for maintaining life and the state or the whole country, manifesting a strong life concern. On account of the long - range humanistic concern , this theory also put forth an idea of promoting the realm of life of the people and the whole humanistic status of the state or the whole country in the metaphysical realm.
