法律与标准生命周期的第二个过程环节就是实施。法律与标准的实施是两者生命周期中最重要的环节,没有实施的法律或标准仅仅是文字的规定,没有获得应有的作用和效果。本文从理论的角度切入,对法的实施与标准的实施的主体、原则、实施方式和特点进行比较分析,并发现两者之间的异同点及相互联系。

The process of the second link in the life cycle of laws and standards is to implement. The implementation is the most important aspect in the life cycle of laws and standards. Without putting into practice, the laws and standards is just the provisions of the text which hash＇ t get the action and effectiveness. In this paper, the writers cut in a theoretical point of view and have a comparative analysis about the implementation of laws and standards from the main part, the principle, the methods of implementation and the characteristics, finding the same and different points and the interrelationship.
