摘要
由于价值认识的不足、政府产出效益难以正确考量、行政价值取向和政府目标的多元化等原因,我国政府绩效管理存在系统性缺陷和制度缺失。不断提高理论认识,完善政府绩效管理体系及其法制基础和信息系统,让绩效评估权利回归到公民手中等,是提高绩效管理功效、改善政府绩效的必要途径。
Du are systematic e to the insufficiency of value-cognition, difficult to correct assessment about government , administrative value-orientation and diversification of government objective and so on,there drawbacks and institutional absence in our government performance management. Improving theoretical cognition continuously, perfecting the government performance management system and legal systems foundation and information system so as to the performance evaluation rights of the citizens regression etc, which is a necessary way to enhance function in the performance management and improve government performance.
